Application procedure non-EU foreign citizens.
Individuals who meet the following conditions, can apply for all specialties in Bachelor’s, Master’s and PhD degree at the University of Ruse "Angel Kanchev”:
Admission requirements for educational qualification degree "Bachelor":
- To have completed secondary education, giving them the right to continue their studies in the higher schools of the country that issued the diploma.
- The minimum average grade in the subjects of the secondary school diploma, which are relevant for the course for which the person is applying may not be lower than 62 percent of the maximum grade according to the grading system of the country in which the secondary education was obtained, i.e. a “good” mark.
- Not to have any diseases contraindicated for education and for the practice of the profession they apply for.
Admission requirements for educational qualification degree "Master":
- To have completed higher education (Bachelor's or Master's degree).
- To have a grade from a diploma of completed higher education (Bachelor's degree) not lower than "good 4" (according to the Higher Education Act).
- For certain Master's programs, departments may set additional conditions for the selection of applicants.
Requirements for the application of non-EU and non-EEA citizens:
1. Foreign citizens are allowed to apply and study at the University as follows:
- under intergovernmental agreements on educational, scientific and cultural exchange;
- under acts of the Council of Ministers;
- under the terms of Art. 95, par. (7) and (9) of the Higher Education Act.
2. Foreigners are allowed to apply for studies also under the conditions and according to the procedure for admission of Bulgarian citizens to the higher education institutions of the Republic of Bulgaria, as follows:
- they have the status of permanent residents on the territory of the Republic of Bulgaria;
- they have refugee status;
- they are with Bulgarian origin, certified in accordance with the Decree Reg. No. 103 and Reg. No. 228 of the Council of Ministers on the implementation of educational activities among Bulgarians living abroad.
3. Foreign citizens applying under intergovernmental agreements and under acts of the Council of Ministers are required to submit their documents to the Ministry of Education and Science and are admitted under the conditions and procedures set out in the relevant agreement and act of the Council of Ministers.
4. Foreign citizens who apply under the conditions of Art. 95, Par. 8 and 10 of the
Higher Education Act shall submit their documents to the International Students Directorate of the University of Ruse “Angel Kanchev” by
September 30th of the year of application.
This deadline is for applying to the platform of the Ministry of education in Bulgaria, which means that by that time your documents have to be translated, legalized and you must have a Certificate from the Regional department of education. Otherwise, you have to submit your documents no later than 3 weeks in advance.
5. Required documents for applying for educational qualification degree "Bachelor":
5.1.
Application form addressed to the Rector of the University of Ruse for studying in a given program;
5.2. Photocopy of the high school diploma;
5.3. High school mark sheet;
The minimum average grade in the subjects of the secondary school diploma, which are relevant for the course for which the person is applying may not be lower than 62 percent of the maximum grade according to the grading system of the country in which the secondary education was obtained.
5.4. A certificate from the Regional Department of Education (RDE) in the city of residence or in the city of Ruse for recognized secondary education with recalculated grades in individual subjects according to the six-point system.
5.5. Medical certificate issued within one month before the date of application.
5.6. A document certifying level B2 proficiency in Bulgarian language according to the Common European Framework of Reference for Languages (CEFR) issued by a higher education institution in the Republic of Bulgaria - for candidates who will not undergo language and specialized preparatory course.
5.7. Copy of citizenship documents - for applicants with dual citizenship, one of which is Bulgarian.
5.8. Six recent photos – (3,5х4,5).
5.9. Copy of passport. (the page with your full name, written down in Latin, date and place of birth).
Notes:
- The documents specified in items 5.2, 5.3 and 5.5 must be legalized, translated into Bulgarian and certified in accordance with the provisions of the international treaties of the Republic of Bulgaria with the country in which they are issued, and in the absence of such - in accordance with the general procedure for legalizations, translations and certification of documents and other papers.
- Foreign citizens who do not speak Bulgarian have to study in a preparatory language course in Bulgarian (during the first year) at the Department of Foreign Language Education of the University of Ruse "Angel Kanchev".
- Recognition of higher education acquired in a foreign higher education institution is carried out by the Rector of the accredited Bulgarian higher education institution of your choice.
- Foreign citizens admitted as students at the University may continue their studies in the first year in the major in which they were accepted after successfully passing the exams in the preparatory course in the Bulgarian language and specialized subjects at level B2, according to the Common European Framework of Reference for Languages.
- The tuition fees for foreign/international students are annually determined by a Decree of the Ministers Council.
6. Required documents for applying for educational qualification degree "Master":
6.1.
Application form addressed to the Rector of the University of Ruse for studying in a given program.
6.2. A copy of the higher education diploma (including the grades appendix) and a transcript from the higher education institution.
6.3. Medical certificate issued within one month before the date of application.
6.4. Declaration of identity of names - if you have dual citizenship.
6.5. Six recent photos – (3,5х4,5).
6.6. Copy of passport. (the page with your full name, written down in Latin, date and place of birth).
Notes:
- The documents specified in items 6.2 and 6.3 must be legalized, translated into Bulgarian and certified in accordance with the provisions of the international treaties of the Republic of Bulgaria with the country in which they are issued, and in the absence of such - in accordance with the general procedure for legalizations, translations and certification of documents and other papers.
- Foreign citizens who do not speak Bulgarian have to study in a preparatory language course in Bulgarian (during the first year) at the Department of Foreign Language Education of the University of Ruse "Angel Kanchev".
